RESEARCH TENDER 
ACCESS TO JUSTICE FOR INTERNATIONAL PROTECTION APPLICANTS

ABOUT DORAS: Doras is an independent, non-profit, non-governmental
organisation working to promote and protect human rights since the
year *. Our mission is to promote and protect
the rights of migrants and refugees in Ireland through direct support,
awareness raising and advocacy.

RESEARCH TITLE: Access to Justice for International Protection
Applicants (IPAs): Understanding their experiences with the criminal
justice system in Ireland

OVERVIEW OF RESEARCH PROJECT: Doras has been awarded project funding
by the Irish Human Rights and Equality Commission (IHREC) to undertake
a participatory and peer-led research project that seeks to understand
and analyse the experiences of international protection applicants who
have been victims of crime with regard to access to the criminal
justice system.

The goal of this research project is to elicit information on the
barriers, challenges and enablers to accessing justice and engaging
with the An Garda Sίochána and other relevant authorities. This
project will also explore intersectionality between access to justice
for international protection applicants who identify with other
protected characteristics. The recommendations arising from this
research will help to inform the improvement of policy and practice
and to facilitate access to justice for victims of crime in the
international protection process.

Doras is now seeking tender proposals from suitably qualified,
experienced researchers to manage and deliver on this project. The
researcher will also be expected to train and recruit a team of
peer-researchers to undertake qualitative interviews with victims of
crime who have lived experience of the international protection
process.

TIMEFRAME: February to August *

BUDGET: A maximum fixed sum of € *,**Apply on

DUTIES & RESPONSIBILITIES

The successful candidate will have the following tasks:

* Undertake a literature review and desk-based research
* Preliminary survey design
* Recruit and train peer-researcher assistants with lived experience
of the international protection process
* Piloting of survey with peer-research assistant team
* Survey dissemination and data gathering
* Support and manage the team of peer-research assistants to
undertake in-depth interviews with target group
* Produce final report with recommendations for policy and practice
* Present research findings at report launch.

OUTPUTS:

* Literature review and desk-based research
* Survey design, delivery and analysis
* Recruit and manage a peer-research assistant
* One-to-one interviews with target group
* Final report with recommendations
* Presentation of findings at report launch (August/ September
*).

PERSON SPECIFICATION: SKILLS & EXPERIENCE

* Proven research skills and experience in undertaking independent
research projects
* Research experience in the area of migrant rights and/or criminal
justice issues
* Experience in participatory and/or peer-research methods
* Ability to translate research findings into recommendations
* Strong organizational and project management skills, with the
ability to manage and prioritise workload
* Research presentation skills.
